The discussion paper examines company-level agreements on competitiveness and employment protection in the German automobile industry between 1993 and 2006. It analyses the causes, the contents and the results of these agreements. The company-level agreements represent an important element of general changes of labour relations in the German automobile industry. The paper asks if they stay in the trajectory of the cooperative model of labour relations that tries to balance requirements of competitiveness and employment protection or if they represent a concession bargaining that breaks with the cooperative traditions. The company-level agreements on competitiveness and employment protection are often perceived by scholars as a reciprocal exchange and as a winwin process for employees and companies. On the one hand, the concessions of the companies (no enforced redundancies, product and investment allocation promises) and the long runtimes of the agreements support this interpretation. On the other hand, there are several arguments contradicting the picture of a reciprocal exchange. Firstly, while the wage and working time concessions of the employees become immediately effective, the promises of the companies are directed to the future and depend on product markets whose development cannot be foreseen. Secondly, it can be shown that the automobile companies have been able to reduce employment despite the existence of company-level agreements on employment protection. Thirdly, the increasing importance of wage concessions challenges the legitimacy of the agreements. Finally, the agreements result in a concession competition between companies that imperils wages, working times and working conditions not only in Germany but also in the whole European automobile industry.
