Abstract: 
Das IMK hat die Abschaffung des Solidaritätszuschlags - ganz und in Teilen - wiederholt kritisiert. Da nur 12 Prozent des Aufkommens von den unteren 70 Prozent der Einkommensverteilung gezahlt werden, ist auch die geplante Teilabschaffung keine Maßnahme zur Entlastung von Beziehern unterer und mittlerer Einkommen. Gleichzeitig steht der Bund, dem der Solidaritätszuschlag zusteht, vor großen finanziellen Herausforderungen und kann auf das Aufkommen nicht verzichten.
Abstract (Translated): 
Partial abolition of the solidarity surcharge - hardly any tax relief for lower income earnersThe IMK has repeatedly warned against the abolition of the solidarity surcharge - both in whole and in part. Since only 12 percent of the revenue is paid by the lower 70 per cent of the income distribution, the planned partial abolition is not an appropriate measure to relieve the burden on lower and middle income earners. At the same time, the federal government, which is entitled to the revenue from the solidarity surcharge, is facing major financial challenges and cannot do without the revenue.
