This article discusses the insertion of social participation in the construction of multiannual plans - Planos Plurianuais (PPAs) - of the states relative to the period of 2012-2015 in Brazil. It describes what has been done in ten states in Brazil in terms of social participation from the synthesis and systematization of ten case studies produced by the IPEA project "Planning and Public Management at the State Sphere: a comparative analysis of the processes, content and systems for monitoring the PPAs." We seek to problematize the variations about the degree of social participation in the construction of these PPAs, as well as to identify whether social participation, in fact, create changes in the contents of Plans. Furthermore, we observe the allied base to the federal government and also the policy councils present in these ten states of the federation, analyzed seeking to explore possible causes of variations in the degrees of social participation in the PPAs.
