Abstract: 
The present study has the aim to analysing the processes of strategic planning and management that the Spanish public universities are carrying out to answer whether environmental challenges or demands -e.g., the adaptation to European Higher Education Space- or internal needs. As a result, we have found out that most of the universities already have a strategic plan or they are at a final stage of the planning process. Moreover, it can be observed that the commitments that stem from framework contracts are being included into these documents, as well as the unfolding of institutional goals and objectives to academic and administrative units.
