This study sought to problematize the institutional configurations of the solidarity economy policy implemented in Brazil between 2003 and 2016, focusing on the combination of instruments and resources used. The analysis unfolded in two dimensions: i) instrumental, focusing on the operational and normative structuring of the policy and the delimitation of its subjects; and ii) programmatic, around the axes that guided the design of the policy. In both cases, the intensity of the efforts made and the change strategies adopted were verified. In short, an unbalanced relationship was identified between the instruments that were mobilized, with greater emphasis on nodal resources, the consequences of which were ambiguous for the institutionalization of the policy.
