Abstract (Translated):
This study aims to contribute to the evaluation effort on public policies for rural development and support for family farming based on the Agroamigo Program, developed since 2005, aimed at the low-income group of farmers living in municipalities within the area of operation of the Banco do Nordeste do Brasil (BNB). The objective of the text was to evaluate the evolution of Agroamigo and its results based on two aggregated dimensions: i) on the potential for financial inclusion (adherence), based on a tabular analysis of administrative data; and ii) on the municipal economic dynamics (incidence), based on econometric models with panel data regressions and quantile regressions. The chosen territorial focus refers to all municipalities in the Northeast region, which bring together 47% of Brazilian family farming establishments. In the end, it was possible to accept the hypothesis adopted that the aggregate annual values of these financings, whose number of contracts and total financed values have been increasing over the years, are associated with positive effects on the economic indicators of municipalities covered by the program.
