Abstract:
Abstract (Translated):
Since 2007 the European Structural and Investment Funds (ESIF) have supported the use of revolving financing instruments in the field of urban development policies. Compared to the rest of Europe, the development and implementation of urban development funds (UDFs) has not gained much momentum in Germany. Only in a few federal states and municipalities has attention been devoted to developing an UDF concept. Comparable and successful case studies for urban development funds in Germany are correspondingly hard to find. Moreover, there has been a lack of critical and transferable evaluations of experiences with UDFs in German federal states and municipalities. This article presents experiences with significant implementations of urban development funds in Germany. The highlighting of obstacles and success factors provides an opportunity to reopen the discourse about a relaunch of urban development funds and appropriate frameworks for financing instruments in Germany.
