Abstract: 
Seit Entstehung der Entwicklungszusammenarbeit hat sich der Fokus der Geber auf Beschäftigung zwar immer wieder geändert, jedoch besteht heute weitgehend Konsens darüber, dass Beschäftigung ein wichtiges Entwicklungsziel ist. Die Beschäftigungsförderung ist jedoch aufgrund unterschiedlicher Zielgruppen und Zielsetzungen sehr komplex und vielfältig. So muss etwa zwischen Ansätzen zur direkten Schaffung von Beschäftigung als Mittel zur temporären Armutsminderung und Maßnahmen zur indirekten langfristigen Beschäftigungsförderung durch Schaffung von förderlichen Rahmenbedingungen unterschieden werden. Dieser Artikel stellt die unterschiedlichen konzeptionellen Herangehensweisen der öffentlichen Geber an die Beschäftigungsförderung dar und diskutiert damit verbundene Schwierigkeiten etwa hinsichtlich der Wirkungsmessung.

Even though donor focus on employment has varied through the evolution of international development cooperation, there is nowadays widespread consensus on its overall importance as an overarching development goal. Employment promotion is however a complex task due to different target groups and policy goals. For example, one has to distinguish between measures for indirect employment promotion as a tool for temporary poverty mitigation on the one hand and approaches that indirectly contribute to employment creation through building up an enabling environment. In this paper, we will look at the different conceptual approaches towards employment promotion that donors deal with and discusses related difficulties, e.g. with respect to measuring impacts.
