This work focuses on the public policy of solidary economy in the federal government, which began to be implemented in 2003 with the creation of the Senaes, inserted at the Ministry of Labor and Employment. The main objective is to analyze the mechanisms by which the theme of solidary economy was adopted as an object of public policy and how it was conducted in terms of government strategy to generate employment and income. First, according to the model of Kingdon (1995), one can clearly distinguish the interaction between the three streams that led to insertion of the solidary economy on the government agenda in 2003. However, the results indicate that the solidary economy by the federal government was seen as a palliative alternative to the unemiployment problem, focusing solely to excluded groups and difficult entry into the wage labor. On the other hand, it should be noted that, despite all the difficulties, the Senaes managed to coalesce around its major socio-political forces to defend the social solidary economy as an object of public policy.
