The purpose of this paper is to discuss the evolution of labour conditions in public and private security systems in Brazil (and, inside public system, labour conditions in federal and local sub-systems). The number of workers in security services has increased between the 1990?ies and 2000`ies. In private services, the increase has been faster than in the public. Despite this, nowadays, labour conditions in private services are worse than that registered in the public. This situation points out some problems involving the efforts to guarantee the constitutional right to security to all citizens. To some extent, in the last two decades, the Brazilian approach has been pro-private security services. However, nowadays, this approach seems to be problematic, because labour conditions are the worst in private services. Obviously, this fact has consequences to the efforts to guarantee the right to security, as it is established in Brazilian Federal Constitution.
