Abstract: 
Ein bedeutender Teilprozeß der deutschen Vereinigung und der Transformation der ostdeutschen Gesellschaft ist die Um- und Neugestaltung des Hochschulwesens in den neuen Bundesländern. Das von den Länderregierungen verwirklichte Hochschulerneuerungsgesetz sieht eine weitgehende Neugestaltung der Struktur des überkommenen Hochschulsystems der DDR vor. Damit waren umfangreiche Entlassungen und Ausgliederungen sowie die Einstellung bzw. Berufung von neuem wissenschaftlichen Personal verbunden. Der Neufestsetzung der personellen Kapazitäten unter Berücksichtigung der veränderten Strukturen und des zu erwartenden starken Zuwachses an Studierwilligen kam in diesem Prozeß eine große Bedeutung zu. In dem Papier werden die Ausgangsdaten für die Personalstruktur des Hochschulwesens der DDR, ihre Relation zu denen der Bundesrepublik bis 1990 sowie der Vergleich dieser Eckziffern mit den Personalplanungen der ostdeutschen Länderregierungen, differenziert nach den verschiedenen Personalgruppen der Universitäten und Hochschulen, dargestellt und interpretiert.
Abstract (Translated): 
The reformation and restructuring of. the university/higher education system of the new lander is considered to be of some relevant importance in the German unification process and in the transformation of the East German society. The Hochschuleraeuerungsgesetz implemented by the governments of the new lander provides for a far-reaching restructuring of the university/higher education system of the former GDR. As a result, scientific staff was, on a large scale, dismissed from universities, and new scientific personnel has been recruited or appointed. The re-planning of scientific manpower, taking into consideration the changes of the university structures and the fact that an increasing number of young people intend to join higher education have an important role in this process. In this paper main figures are presented for the personnel structure of the university/higher education system in the GDR by using the method of relating them to the figures of the Federal Republic of Germany until 1990. Figures are given for the staff planning of the governments of the new lander and they are broken up into the various personnel groups such as scientific and technical personnel. This paper holds a documentation and gives a first interpretation of these figures.
