dc.description.abstractDespite possible differences in official ideology the drawbacks of social organization and the absence of sound approach to social and personal conflicts cause constant demolition of existing formal institutions for the sake of the survival of the system. The neglect of these drawbacks brings about old problems to be transferred to the new state. The level of social and human capital and its proper utilization guarantees progressive development. The shifts in organizational policy is also reflected by the consequent shift in the theoretical paradigm, from treatment of a participant of the structure as an object, then as the user and finally as the client. The lack of social capital generates a vicious cycle, which brings about the necessity of object-based relations and the spread of all-pervasive protecting informality to compensate for object-based relations.en
