Abstract: 
Defense activities can stimulate regional development in Europe, notably through jobs and innovation. Investment in skills, capital funds, and networks (both intra- and interregional) can boost defense-driven regional innovation. Supporting dual-use technology is key to linking military innovation with civilian applications. Attention must be paid to socially wasteful rent-seeking behavior by stakeholders ("defense washing"). Regional dependency and vulnerability can be mitigated by diversifying defense-related activities.
