Abstract: 
Die deutsche Volkswirtschaft befindet sich aktuell nicht nur in einer konjunkturell angespannten Lage, sondern steht zugleich vor einem tiefgreifenden Strukturwandel - getrieben durch technologische Innovationen, Dekarbonisierung, (De-)Globalisierung - sowie dem demografischen Wandel. Diese Entwicklungen haben weitreichende Auswirkungen auf den Arbeitsmarkt. Der Arbeitsmarkt ist geprägt von einer zunehmenden Polarisierung, bei der Fachkräfteengpässe und steigende Arbeitslosigkeit gleichzeitig auftreten können. Das bewusste Halten von Arbeitskräften durch Unternehmen trotz rückläufiger Auslastung (Labour Hoarding) verzögert zusätzlich die notwendige Reallokation. Dieser Artikel analysiert diese strukturellen Trends vor dem Hintergrund des sich beschleunigenden Strukturwandels. Abschließend werden wirtschafts- und arbeitsmarktpolitische Maßnahmen zur Bewältigung dieser Herausforderungen diskutiert.
Abstract (Translated): 
The German economy is currently not only in a tense cyclical situation but is also undergoing a profound structural transformation - driven by technological innovations, decarbonisation, (de-)globalisation, and demographic change. These developments have far-reaching effects on the labour market. The labour market is characterised by increasing polarisation, where skill shortages and rising unemployment can occur simultaneously. The deliberate retention of workers by companies despite declining capacity utilisation (labour hoarding) further delays the necessary reallocation. This article analyses these structural trends in the context of the accelerating structural transformation. Finally, economic and labour market policy measures to address these challenges are discussed.
