This Discussion Paper is predicated on the assumption that solid waste (SW) is paramount for individuals, urban communities, and the natural environment. Furthermore, it is proposed that SW can be regarded as a resource with economic value throughout its life cycle rather than merely an object for disposal. This perception is particularly relevant in conserving natural resources and energy and fostering an economy based on innovation and sustainability. Thus, the public policies occupy a central position in this context the circular economy (CE) in SW. This discussion paper has two principal objectives. The initial aim is to present a concise set of selected data on SW in Brazil, highlighting gaps based on the relationship between SW and CE as given in the bibliography. The second objective is to initiate an analysis of the instruments of the National Basic Sanitation Policy (PNSB) and the National Solid Waste Management Policy (PNRS), identifying potential paths for improvement. The methodological approach involves a bibliographical and normative review of urban SW and its relationship with CE, as well as a qualitative analysis of data from the Brazilian National System for Water and Sanitation Data (SNIS) and other sectoral databases in selective collection and recycling. The results demonstrate a notable convergence between national SW legislation and the fundamental elements of CE, as well as alignment with the objectives of the Sustainable Development Goals (SDGs) outlined in the 2030 Agenda. Nevertheless, the variables about SW services, their financing, and the recycling model adopted in Brazil do not consistently encourage CE and socio-environmental sustainability in this domain.
