Abstract (Translated): 
The text highlights the character of sectorial public policies in the cultural area segment and the main challenges to be faced in the construction of its budget, namely, the difficulty of delimiting the object and comparing the federation's entities, since they have different logics and, therefore, of budget elaboration. The argumentative course follows three main approaches: the federal government's spending effort in the cultural area, opening the discussion on what information is needed to organize a budget system; presentation of the States and municipalities financial information to understand how culture becomes an object of public policy; and finally, the focus on the Federal District's experience and difficulties faced as a unique example of the culture budget's elaboration. It is assumed that the cultural budget's standardization, like areas such as health and education, will greatly contribute to the strengthening of the National System of Culture.
