Abstract (Translated):
This paper goes through four case studies of the water sector concessions to the private sector in Brazil. The analysis comprises mainly the pricing policies, the impact of the auction modeling on future tariffs and regulation practices. The main conclusions are that the pricing policies are inefficient and unfair and should be completely remodeled before the privatization program proceeds. The auction models affects future tariffs and should focus the lowest price. The regulation framework is incomplete, unstable and unclear.
