Abstract: 
Jatilihur dam can be used as a fresh water fisheries. Along with the increasing demands of processed-fish products from Asean Countries, this could be considered as an opportunity for Indonesia to diversify and enhance its fisheries products by improving the Dam's capacity. The AFTA agreement should be taken seriously by stakeholders living around there. For example, to diversify income for a sustainable local economy growth. The income diversification by improving value-added fisheries as superior local products could be worked on by establishing "Integrated Micro Aquaculture Industry". This industry acts a channel for local enterprises to process raw fisheries products into a ready-to serve products. In order to pursue Integrated Aquaculture Industry, as a first step, we offer "Aquaculture Cooperative" to support that idea. The idea of Aquaculture Cooperative will be conducted by previously doing a research using qualitative approach with field research and the literature review as data collection techniques.
