Abstract:
Die Hauptthese des Interviews lautet: Für eine gemeinwohlorientierte Politik ist es von großer Bedeutung, dass in der demokratischen Öffentlichkeit die richtigen Fragen gestellt werden. Ausgerechnet von Moraldiskursen aber geht die Gefahr aus, einer systematisch falschen Fragestellung den Weg zu weisen, nämlich dort, wo sie der Tendenz unterliegen, institutionelle Probleme als vermeintliche Charakterprobleme zu personalisieren. Neben Personeneigenschaften müssen wir die Anreizprobleme in Organisationen sowie die Anreizprobleme des Ordnungsrahmens zentral ins Blickfeld rücken. Sonst bleibt der demokratische Diskurs unter seinen Möglichkeiten, wenn es darum geht, die Zukunftsprobleme der Marktwirtschaft institutionell in Angriff zu nehmen.

This interview is centered around the following main proposition: For politics to promote the common good, it is of vital importance that the democratic public asks the right questions. Moral discourse, however, can run the danger of systematically asking the wrong questions. This is the case where it tends to personalize problems which are in effect institutional problems. Besides the moral characteristics of individuals, public attention has to be drawn to incentive problems within organizations as well as to incentive problems of the institutional order that frames individual action. Without avoiding these two blind spots, public discourse will continue to have difficulty in coming to grips with the institutional answers to the numerous challenges posed by market economies.
