Abstract: The purpose of this Discussion Paper is to present the potential monitoring of SDG 11 implementation in Brazil, based on existing indicators and data within the country, as well as those indicators defined for the group of participating countries that present their national reports. The 10 targets of SDG 11, consisting of 7 final targets and 3 implementation targets, are broken down into 15 global indicators. Of these, 9 have series that allow for the analysis of their progress. Generally, there are positive results in the areas of housing (target 11.1), urban mobility (11.2), protection and safeguarding of cultural and natural heritage (11.4), and local disaster risk reduction strategies (target 11.b). Additionally, at least two targets have strong interactions with COVID-19: inadequate housing, which failed to provide the necessary conditions for residents to comply with the "stay at home" directive; and those affected by disasters, especially the loss of housing during the pandemic context. Thus, in the field of cities and urban development, Brazil is considered to have made various and profound advances in its regulatory framework, recognition of rights, and urban and sectoral planning instruments. However, the existence of such regulations has not ensured their effective implementation as recommended, demanding significant efforts, planning, and investments to implement SDG 11 by 2030.</description>

Abstract: The Banco Nacional de Desenvolvimento Econômico e Social (BNDES) is a federal public company that provides long-term financing and investments in all segments of the Brazilian economy. Among its various development programs and employment policies is the BNDES Giro program, which was in force between 2017 and 2018 to finance working capital for micro, small, and medium-sized enterprises (MSMEs). The study seeks to investigate the effect of the BNDES Giro program on the level of employment, using the Propensity Score Matching (PSM) and Differences in Differences methods, specifically for the services sector. The bases are taken from the Rais and the BNDES, as well as specific information from the Instituto Brasileiro de Geografia e Estatistica (IBGE) and the Secretaria Especial de Comercio Exterior e Assuntos Internacionais (SECINT). The results showed that the BNDES Giro increases the level of employment in the service companies that took part in the program, compared to those that didn't, for all the specifications used.</description>

Abstract: This study presents a conceptual discussion of the risks associated with the Mercosur-European Union agreement when considering long-run structural change. It draws on the literature based on general equilibrium models regarding the effects of trade liberalization on structural transformation - the long-term shift in the sectoral composition of the economy. The article also develops an extension of Matsuyama's (2009) Ricardian model, adding heterogeneity in natural resource endowments across countries. According to the model, in countries with a relative abundance of natural resources, trade liberalization accelerates deindustrialization caused by the Baumol relative price effect. Finally, it presents simulation results available in the literature, with a greater emphasis on Brazil, regarding the Mercosur-European Union agreement's effects based on traditional trade models. The expected benefits are modest, even without including adverse impacts related to the structural change process.</description>
