Title: Some considerations regarding budgetary priorities during crisis
Authors: Bercea, Florian
Abstract: In the first part of the paper are presented general aspects regarding budgetary priority establishment. The yearly achievable budgetary revenues cannot cover entirely the expenditures, being necessary the sorting of them in concordance with budgetary priorities from the Government's program. The budgetary priorities are established taking into account objective and subjective factors. Even if the author does not share the chronic deficit budgeting, however he accepts their existence in certain conditions. The deficit should be covered from state loans, and these to be used for financing investments (inclusively in human resources). In the second part of the article are presented the priorities in Romanian state budget for 2013. It is emphasized that the cumulated early deficits led to considerable interest expenditures with loans contracted by the administration. In 2013 these expenditures are 8.93% from total expenditures, exceeding with 1.52 pp all together education, health, culture and sport expenditures.

Influence of demographic factors on the public pension spending

Title: Influence of demographic factors on the public pension spending
Authors: Ciobanu, Radu
Abstract: Demographic aging is a global phenomenon encountered especially in the developed states and is manifesting by the increase the share of people aged over 60-65 years in total population, a process that will affect all areas of the world in this century. In the coming decades, population aging will put pressure on public spending in areas such as pensions and health care for the population aged 60-65 years. Moreover, the need to increase the share of these spending in total public expenditures will generate big problems in a way that budgets for other areas may suffer considerable discounts. The study aims to analyze the changes that may occur in the structure and volume of spending on social security (pensions) as a result of changes in demographic factors.

Budgeting during austerity: Approaches, instruments and practices

Title: Budgeting during austerity: Approaches, instruments and practices
Authors: Raudla, Ringa
Abstract: The recent global financial and economic crises, followed by fiscal crisis, have led many governments in Europe to adopt austerity measures in order to cope with the concurrent problems of lower revenues and high public debt. It can be expected that the need to undertake large-scale cutbacks would lead to changes in budgeting practices, budgetary institutions and modes of fiscal governance. Based on the existing literature on fiscal governance and budgeting, it can be conjectured that in response to fiscal stress, the following shifts have taken (or are taking) place in fiscal governance and budgetary institutions: movement from decentralized and bottom-up modes of budget preparation to centralized and top-down modes, adoption of numerical fiscal rules, and the revival of the 'more rational' budgetary decision-making techniques (e.g., performance-based budgeting, results-based budgeting, etc.).

Environmental innovation and economic policy: Is green fiscal policy sustainable?

Title: Environmental innovation and economic policy: Is green fiscal policy sustainable?
Authors: Galiegue, Xavier
Abstract: Environmental innovation, which field is larger than the innovation of eco-industries, enjoys recently an impressive development, which is due for a great part to environmental tax and subsidies. Different channels are available to promote environmental innovation, through technological innovation but also through use and attitudes changes, which will be self-enforcing. Many Policy tools are available to promote environmental innovation, regulation, tax and subsidies, cap and trade systems. Their combination leads to disparities in the carbon avoided price while economic theory requires a unique carbon price in order to guide environmental technique choice. The main challenge for economic policy in the coming years will be to promote a sustainable 'green' fiscal policy, which has to be both coherent and sustainable with the budget balance. In this condition it should be possible to change the habits and techniques through taxes and subsidies without depressing economic growth.
