Abstract: Different prospects are offered by drones (small unmanned aerial vehicles) for the agricultural sector; typical drone applications being pesticide spraying, soil sampling and fertilizing, farm animal surveillance, real-time aerial imagery and sensor data collection etc. The Indian federal government is actively promoting drones for agriculture spraying. These 'Kisan drones' are primarily intended to cut down time, increase efficiency and efficacy of resource utilization in agriculture sprays (pesticides etc.) and mitigate adverse effects of manual pesticide spraying on human health. Going ahead, drones are also expected to help in transportation, surveying, and aerial imagery aspects in agriculture. This review finds that the government is actively pursuing a liberalised policy to promote drones and also offering substantial financial incentives to institutions, individual farmers as well as entrepreneurs to procure and use or manufacture drones as the case may be. Drones save time and are reported to be efficient in resource utilization with substantial water savings. Unit economics of drone spray cost per acre vis-à-vis manual labour cost is also catching up. Drone flying for agricultural operations can also be a good opportunity for rural youth. If drones are able to achieve confidence of farmers for spray related operations, there is a good chance their use can also be expanded to other advanced use cases, benefitting Indian agriculture.</description>

Abstract: As adoption of digital technology has accelerated in India, so too has demand for the minerals, hardware components and devices that collectively form the building blocks of the ICT ecosystem. Existing supply constraints are limiting India's ability to build out its digital infrastructure, pointing to an opportunity to expand a sustainable domestic supply chain for these materials. Assembly and fabrication of foreign components can provide easy wins for Indian manufacturing, urged on by high government incentives for Foreign Direct Investment (FDI) in semiconductor manufacturing. Chip fabrication remains an emergent industry within India, but Indian engineers have substantial expertise in designing chips which could be leveraged for domestic manufacturing. India also has substantial mineral resources for battery and semiconductor manufacturing which the nascent industry can take advantage of. Whether manufacturers choose to source raw materials from within India or from locations further afield, the Government of India (GOI) should coordinate with companies to build sustainable legal regimes around mineral extraction which minimize potential for corruption and maximize inclusive local benefits. This effort can go hand-in-hand with India's broader international development priorities, including international applications of Indian platforms for ICT-driven development in fields such as education and health.</description>

Abstract: The ambitious Indian economic goal of becoming a $5 trillion economy can be achieved through a thrust on rural entrepreneurship, among other things. ICTs can make significant contributions in encouraging rural entrepreneurship because they offer better process efficiencies and ease participation of people and enterprises. ICTs can also vastly expand economic networks thereby enhancing economic opportunities. The policy approach towards leveraging ICTs for rural entrepreneurship development should be to facilitate information needs, regulatory needs and financing needs of aspiring as well as existing entrepreneurs. Capacities of relevant institutions to relate to present day realities in view of digital needs also have to be built and enhanced. The public sector, private sector and the non-profit sector, all have to work in a spirit of collaboration for effective results in rural entrepreneurship. ICTs and Digital technologies offer a great opportunity to fulfil all the above needs for rural entrepreneurship facilitation and promotion in India.</description>

Abstract: Early Childhood Education encompasses an interlinked gamut of elements critical for a child's cognitive social and emotional development. The first six years of development in a child's life are critical to their overall development and well-being. According to UNICEF, 'Investing in Early Childhood Development is one of the most cost-efficient and powerful strategies to achieve fair and sustainable development. India's development trajectory is critically linked to investments in healthcare and education. Achieving the Sustainable Development Goals (SDGs) is firmly anchored on investing in human capital and inclusive growth. Anganwadi Centers, part of the Integrated Child Development Services program, provides essential early childhood services offered by the ICDS across the lengths and breadth of the country. They cater to India's challenge of providing nutrition and healthcare options to children and mothers through counseling, pre-school education, immunization, and the supply of medical, health, and nutritional resources. The environment, inputs, and support that children receive in their first eight years will have an enormous impact on the rest of their lives - not only in terms of their performance in school but on a wide range of other outcomes that extend far beyond school. In recent years India has made significant progress in strengthening the policy framework for early childhood. The Government of India released the National Early Childhood Care and Education (ECCE) Policy in 2013, and subsequently a National Curriculum Framework and Quality Standards. Together, these documents provide a comprehensive framework for promoting access, equity, and quality in ECCE. State governments have designed their curricula in the light of this national framework. For the preprimary education sector, smartphones are envisioned to help in delivering a meaningful early childhood education, with autonomy to reflect the local context and the setting. ICT-driven innovative approaches have been contributing to the service delivery of the Anganwadi centers. This would call for investments in high-quality interventions for young children and are therefore cost-effective ways of improving outcomes both for individual children, especially in the case of vulnerable or disadvantaged children, and for the society as a whole. This paper also includes an operational model that could be implemented for "quick-wins" by leveraging technology to achieve short term and medium terms gains. The paper lays out activities that could be carried in a typical rural Aaganwadi settings and using ICT to enhance its current functioning. Finally, the paper concludes by suggesting pathways forward on the potential of using ICT for enhancing the quality of ECE.</description>
