Authors: Ghețu, Caroline-Raluca
Abstract: This working paper highlights the achievements of the Cypriot diplomacy and Nicosia's proactive engagement in the developments of the Eastern Mediterranean in the last two decades. Though this small island state has navigated a series of vicissitudes throughout its history, it has proven to be resilient and determined to defend its national interests, when faced with the hostility of great powers. Its membership in the EU and the recent recalibration of its foreign policy have opened new possibilities of cooperation and security enhancement, while increasing the country's international standing and power of negotiation.

Title: Regiunea Mării Negre în viziunea UE și a SUA - coridor estic în direcția Caucaz și Asia Centrală sau frontieră strategică a Occidentului
Authors: Carp, Radu
Abstract: This paper analyses the strategic visions of the European Union and the United States of America concerning the Black Sea region, with a focus on recent policy frameworks such as the European Commission's Strategic Approach to the Black Sea (2025) and the U.S. legislation Black Sea Security Act (2023). It highlights the tension between perceiving the Black Sea as a strategic frontier versus a vital transport corridor, while emphasizing the crucial role played by regional actors (Romania, Bulgaria, Türkiye and Ukraine). The analysis further explores the importance of offshore energy resources, maritime security, and countering hybrid warfare in shaping the policies of both the EU and the U.S. The Black Sea emerges as a pivotal geopolitical node in the broader competition between the West and the Russian Federation, though significant strategic uncertainties remain.

The European Union's relations with Latin America and the Caribbean countries in the current geopolitical context

Title: The European Union's relations with Latin America and the Caribbean countries in the current geopolitical context
Authors: Secu, Ioana Elena
Abstract: A study conducted by the European Parliamentary Research Service (2023) notes that the European Union's (EU) relations with Latin America and the Caribbean (LAC) countries are being affected by changes in global power, economic uncertainty, and security threats. The current working paper explores the nature of this relationship, particularly in the period following the start of Russian aggression against Ukraine (2022), as this event has transformed socio-economic and political partnerships around the world. With this in mind, this paper argues that, even under these tense conditions, the strategic partnership between the EU and LAC is constantly evolving at all levels and can be deepened through increasing political dialogue, a rethinking of trade agreements (for example, the last adaptation of the EU-MERCOSUR trade agreement in December 2024), and new EU post-conflict initiatives like "The New Agenda for Relations between the European Union and Latin America and the Caribbean".

A series of significant initiatives adopted in recent years to consolidate the cooperation with these regions are emphasised.
