Abstract: In this study, we compare and contrast the U.S. and Korea in the context of network neutrality, focusing on debates among stakeholders and regulatory approaches. Interesting similarities and differences are highlighted by comparisons within the broadband ecosystem framework: government functions, histories, people's perceptions, regulatory approaches, legislative initiatives, and implementation. In Korea, there is an existing regulatory framework with suggestive guidelines that can be used to address net neutrality in a case-bycase fashion. The U.S. follows a regulatory approach by creating enforceable nondiscrimination rules. Our findings suggest that the issue is not only complicated, but also as complex and vague as the parties' diverse interests are. We conclude that a careful combination of government coordination and market forces is an effective way to govern net neutrality.</description>

Abstract: With the increasing use of smart devices recently, mobile traffic has been increasing rapidly, which in turn results in greater demand for the frequency. Many countries have attempted to use the vacant frequencies known as TV White Space (TVWS) in an effort to solve the frequency problem. Super Wi-Fi service, a wireless Internet service based on TVWS, is one of the ways TVWS is being utilized. This paper applies conjoint analysis to evaluate consumers’ willingness to pay for each of the attributes of Super Wi-Fi service and estimates how much consumer welfare could be improve by the introduction of Super Wi-Fi service. The attributes of Super Wi-Fi service are coverage, a reduction in communication expenses when using mobile data, the ability to use multiple-screens, and a wide range of Wi-Fi service providers. The results based on user surveys indicated that the marginal willingness to pay (MWTP) amount per month for Super Wi-Fi service is KRW 4,717 (USD 4.6). Moreover, the MWTP amount in non-urban areas for this service is greater than that in urban areas, implying that the introduction of Super Wi-Fi service is expected to increase consumer welfare, especially in non-urban areas.</description>

Abstract: The degree of competition in a market is one of the key determinants of its health and the related need for regulatory remedies. Modern industrial economics and their legal counterpart, antitrust law, have distilled a set of factors to consider when assessing the competitive pressures firms face in the market. However, the economic aspects of competition are not enough to give the full picture of the sources of competitive pressures in technology-intensive industries such as mobile telecommunications. We present here an account of how the technological nature of mobile telecommunications alters our perception of the true competitive conditions actors face in the mobile telecommunications industry. This technological side of competition has remained so far either marginal or presented in an unsystematic way. It is only by considering all aspects of competition-economic and technological-that one can assess the need for regulatory intervention to make up for any perceived lack of competition.</description>

Abstract: This paper estimates demand for quadruple play mobile tariffs using a database of subscribers to a single mobile operator from a single town in a European country which has full coverage with both ADSL and FTTH broadband technologies. Based on the demand estimation we find that consumer valuation of FTTH broadband in 2013 increased over time while ADSL lost on attractiveness relative to FTTH but also in absolute terms, which suggests that consumers increasingly care about the speed of connection offered by FTTH. The consumer surplus increased substantially due to the introduction of quadruple play tariffs, and especially with the introduction of FTTH, and ongoing transition of consumers from less valued quadruple play tariffs with ADSL to more valued with FTTH. We also find that for quadruple play subscribers mobile data is complementary to fixed broadband access, which suggests that these consumers use Internet access via mobile handsets to sample online content but they complete their online activity using fixed Internet access at home. On the other hand, mobile voice usage is a substitute to fixed broadband access and consumers reduce their voice consumption once they get broadband connection. We also find that there are substantial switching costs between tariffs, which other things being equal greatly decrease consumer surplus.</description>
