Europe's strategic imperative

Title: Europe's strategic imperative
Authors: Falk, Svenja; Schotten, Hans D.
Abstract: Technological sovereignty is Europe's foundation for competitiveness and democracy. Europe must lead - not follow - in key industrial technologies. Strategic autonomy requires shared European investment and scaling. Industrial policy must balance resilience with open innovation. Governance of sovereignty needs long-term coordination across EU institutions and member states.

Beyond surveys: How alternative data can measure the health of the labor market

Title: Beyond surveys: How alternative data can measure the health of the labor market
Authors: Abdelwahed, Loujaina; Baldva, Ritesh; Simon, Lisa
Abstract: The private sector offers reliable labor market data that policymakers, investors, and the public can use to guide their decisions. Revelio Labs provides monthly labor stats from billions of work records, tracking employment, openings, turnover, and pay. Alternative data is created beyond the goal of measurement, thereby avoiding survey bias and offering timely, cost-effective insights. Job estimates from profiles need cleaning, title mapping, and models that adjust for sampling bias and reporting lag. Job openings deduplicated across various sources provide a forward-looking view of demand and make it possible to estimate pay trends.

Title: Culture, patience, and lifelong learning how institutional design can support continued education
Authors: Vietz, Jasmin
Abstract: Lifelong learning is key for long-term economic development. Patience drives adults' participation in continued education. Cultural traits shape learning behavior across generations. Policy can offset motivational gaps by reducing immediate costs and combining short-term recognition with long-term qualification.

Navigating industrial policy

Title: Navigating industrial policy
Authors: Javorcik, Beata K. Smarzynska; Plekhanov, Alexander
Abstract: Industrial policies can be effective where markets fail, including in supporting green transition. Industrial policies often pursue multiple conflicting objectives that must be prioritized. To counteract discrimination against foreign interests, industrial policies should include competitive elements and market tests. Industrial policies should include sunset clauses and evaluation mechanisms to help assess whether the policy should be extended. Evaluation units could be made of independent experts, particularly in cases where the administrative capacity of governments is limited.
