Abstract: This paper wants to put regional sustainable development in the perspective of evolutionary regional systems development related to the Information Society (IS) in Europe. It deals with the challenge of change from an industrial to an information society. At the moment we have the opportunity to shape so-called "new" or "information based" economies during their emergence so that they simultaneously foster environmental objectives. Examples for such economies are from all branches: agriculture, manufacturing, trade, high-tech, and entertainment. Their contribution to regional sustainability can be shaped within wide ranges in their present phase of development. But the precondition for influencing the environmental behavior of these economies depends on the regional creativity to get them started, modified, formed, and put into a compatible regional framework. One approach on the local or regional level is the idea of a "learning region". Here regional science can benefit from manifold contributions from different areas of science, such as the learning organisation by P. Senge, the milieu debate (about innovative or creative milieus) by GREMI, the method of Cross Catalytical Networks (CCNs) and other areas. These ideas are made applicable by using 25 key issues which are preconditions for the creative evolutionary future of a region. In our paper we will report the background and application of a new aproach for regional science and management to build a cooperation between regional sustainability and the emerging information society. This includes a report on case studies for successful regional development in the IS at the local level in several regions.</description>

Abstract: The main objective of this paper is to outline the relevance of regional externalities when explaining growth. The recent literature has already put attention to external economies or spillover effects, although in most cases it has been at firm or sectoral level. However, it is our belief that at least some types of externalities may spill over the somewhat artificial administrative barriers defining regional economies. In this sense, the paper presents a growth model that includes regional spillovers and obtains empirical evidence of their relevance for the EU regions. The methodology to empirically test and estimate regional spillovers using spatial econometrics techniques is proposed as well.Among other results, it is shown the qualitative and quantitative importance of these externalities and their relevance in the appropriate estimation of the technological parameters of the production function. This way, we are able to estimate a larger rate of convergence caused by factors within the regional economy. Besides, a 10% increase in the growth rate of the neighborgs causes a 6% increase in the growth rate of an economy, while a 10% increase in the steady state level of the neighborgs causes a 2% additional growth. The paper also aims at disentangling the sources for such externalities, considering the effects of different inputs at the neighboring regions, such as private and public capital stocks and human capital. Abstract: This paper outlines major new research directions for research on spatial or interregional effects of the environment and envrionmental policy. It attempts to define and characterize key research questions that lie at the intersection of environmental and resource economics and regional and urban economics. This intersection is of considerable importance because at least some factors of production are mobile, both domestically and worldwide. In consequence, information concerning the value of environmental attributes is revealed when people and firms relocate. Additionally, environmental policy changes can alter the interregional or international distributions of factor incomes, population, and production of goods and services.</description>

Abstract: After 1950's, the rapid expansion of Istanbul has created tremendous demand for new public facilities as well as the need for evaluation of existing facilities. Although the service areas of hospital is a very important information in order to use efficently scarce resources, there are very few studies on this subject in devoloping countries. This study investigates the spatial behavior of in patients in relation to three different types of hospitals ( teaching, general public and private) in order to provide background for the efficient planning of health facilities in Istanbul. According to the results, all three types of hospitals receive patients from different parts of the city as well as throughout the country. The service areas of these hospitals are investigated also according to their location within the different zones of the city. As the speciality of the hospitals increases, the density of the patients becomes more widely distributed than the local hospitals. According to the results, the areas which are not served by any hospital are determined. Further, research is suggested on more detailed analysis of spatial behavior of patients with respect to patients' characteristics.</description>
