Abstract: There is broad agreement in the scientific community that climate change has already advanced significantly compared to pre-industrial times and will continue to increase due to past emissions of greenhouse gases (GHGs). As a consequence, extreme weather events will become more probable, more frequent and more severe affecting all areas of life, the environment and the economy. Additionally, extreme weather events occur on a local level forcing regions and cities to advance the impacts of climate change. One important concept to measure the robustness of a city or smaller geographic area towards climate change is resilience. Though the term and concept of resilience is not uniquely defined it is often used in this context to express the ability of the local identity to cope, withstand and adapt to the challenges posed by an extreme event. The objective of this paper is to assess the resilience of German regions to extreme weather events caused by climate change. Scenario results depicting the impact of climate change from the national macro-econometric model INFORGE were linked to the regional model QMORE. The model results were used to derive indicators that assess the resistance of German regions against climate change. The regions were divided into groups using cluster analysis to detect determinants that explain higher or lower sensitivity towards climate change. Finally, the implementation of climate change adaptation measures were assessed with regard to resistance as an indirect measure for recovery. It shows that there was a clear division with regard to sensitivity to climate change: Regions in the north-west and south-east were considerably less resistant to climate change impacts. However the determinants for high resistance were not that clear cut. Regions seem to be more resistant if they were only confronted with one challenge, i.e. if labour market shortages does not add to the impact of climate change and if the agricultural sector is of lower importance. Climate change adaptation helps in strengthening resistance against climate change. However, the measures should be tailored to the specific local situation to be more effective. Otherwise, with an unspecific distribution, the regions that need adaptation and an increase in resilience most were not necessarily addressed.</summary>

Abstract: Die Bedeutung des Konsums der privaten Haushalte in Deutschland wird traditionell unterschätzt - dabei trägt der Konsum der privaten Haushalte rund 50 Prozent zum Bruttoinlandsprodukt bei. Somit spielen die Konsumentscheidungen der Haushalte eine wesentliche Rolle für die wirtschaftliche Entwicklung des Landes und der Branchen. Unter anderem angesichts des russischen Angriffskrieges in der Ukraine erfahren jedoch sowohl Ausgaben als auch Einkommen der privaten Haushalte deutlich Veränderungen und stehen daher im Fokus der Öffentlichkeit. Auch in Zukunft gehen wir davon aus, dass die Bedeutung des Konsums neu bewertet wird. Die dynamische Entwicklung des Außenhandels der vergangenen Jahre dürfte kaum zu erhalten sein, sodass das Geschäftsmodell Deutschland vor einem Paradigmenwechsel steht und die Bedeutung des Konsums als Komponente des Bruttoinlandsproduktes an Bedeutung gewinnt. Um dieser zunehmenden Bedeutung Rechnung zu tragen, wird ein Ansatz zur Modellierung privater Haushalte nach Einkommensdezilen vorgestellt. Die Einkommensseite wird mithilfe der Beschäftigtenhistorik des Instituts für Arbeitsmarkt- und Berufsforschung (IAB) modelliert und durch Anschluss an das INFORGE-Modell branchenspezifisch fortgeschrieben - es entsteht eine approximative Bruttoentgeltverteilung für die Gesamtwirtschaft und branchenspezifisch. Die Datenbasis der Konsumseite beruht auf der Einkommens- und Verbrauchsstichprobe (zuletzt 2018) und wird ebenfalls durch das INFORGE-Modell fortgeschrieben. Als Ergebnis entsteht eine detaillierte Integration der Bruttoentgeltbildung und -verteilung sowie deren Folgen für den Konsum. Das entstandene Modul ermöglicht es, verschiedene Szenarien (Klimageld, Lohnsteigerung einzelner Branchen, Export) zu rechen und die Folgen für Konsum, Einkommen, Einkommensverteilung und Sparquoten nach Haushalten abzubilden.</summary>

    <summary type="text">Title: Economic costs of climate change and effects beyond GDP: A model-based analysis of climate change impacts in Germany

Abstract: Climate change impacts are already noticeable today. Their future effects and costs is of increasing intrest and a growing number of research papers hence investigate climate change impacts and climate change adaptation. However, research focused mainly on the US economy and or on the agricultural sector. Other papers concentrated on the losses in GDP. Against this background, this paper examines the macro-economic costs of climate change in Germany taking also social dimensions such as SDG indicators into account. We used a model-based scenario-analysis that allowed us to identify the costs of climate change on sectoral level and on level of different household types. The impact of three intensities of climate change (low, medium, high) was assessed on GDP, on selected indictors of the UN sustainable development goals (SDGs) as well as on inequality using household income of different household types. The findings of this study indicate that the economic costs of climate change measured by the changes in GDP have the potential to be substantially high even under conservative assumptions. Strong effects on GDP are triggered in particular by those climate effects that lead to significant price increases such as yield losses in agriculture, damages to buildings and infrastructure and impariments in international trade. The results also indicate that it is worthwhile to assess socioeconomic effects beyond GDP: climate change would increase income inequality and deteriorate in particular national SDG indicators 2 (Zero Hunger) and 10 (Reduced Inequalities). The results illustrate the high need for action in climate mitigation and adaptation and highlight the importance of taking into account not only macroeconomic effects but also social dimensions.</summary>
