Abstract: In recent decades our societies have experienced the steady growth of the precariat, even though  the  contours  of  this  group  still  remain  somewhat  vague. The  essay  aims  at contributing  to  the  specification  of  the  precariat's  definition,  making  use  of  the category  of  common  needs.  Indeed,  this  concept  is  deemed  capable  of:  1)  playing  a defining and aggregating function for the realities that populate the precariat; and 2) helping  it  in  the  recognition  of  common  demands  and  claims  to  counter  forms  of systemic injustice.  The  category  of  common  needs  directs  attention  to  aspects  of  the precariat's condition that are not only related to objective and - so to speak - material factors, but can be traced back to a condition of loneliness, as much psychological as determined by social mechanisms. In the paper, therefore, the identification of a (yet to be broadened) list of common needs is deemed to be a useful tool in combating the state of loneliness of the precariat, as well as contributing to its greater self-awareness.</summary>

    <summary type="text">Title: EU-US climate cooperation: Challenges and opportunities for the implementation of the Paris agreement

Abstract: The transformation from Kyoto to Paris has been analysed by international relations scholars, international law, and transnational governance theory. The international relations literature looks at the climate regime from a perspective of power distribution, state interests, institutions, and multilateral negotiations. International law theory focuses on legal analysis and design of international climate agreements. The transnational governance literature examines the participation of transnational actors at different levels of governance. However, each of these theories overlooks a bilateral trend of cooperation in a multilateral setting that arises as a part of construction or reconstruction of the international regime. Cooperation on climate change between the European Union and the United States deserves special scientific attention. Over the last 30 years of climate negotiations, these nations have met many challenges. However, these challenges currently give opportunities to revise the New Transatlantic Agenda and build a fruitful bilateral partnership and policy coordination in the area of climate change.</summary>

    <summary type="text">Title: Transparency in the extractive industries sector as a legal tool for strengthening good governance: The EU's approach

Abstract: Nowadays, humanity encounters many problems connected to the use of natural resources. International actors have established diverse global initiatives and  regional and national legal reforms linked to the issue. Thus, this study provides a comparison of selected provisions regarding information disclosure orders of the EITI Standard 2019 and the EU Directives. The paper presents a descriptive comparison of two prominent legal mechanisms enhancing good governance in the extractive industries sector: The Extractive Industries Transparency Initiative (hereafter the EITI) and the EU Directives. Moreover, the study briefly discusses the meaning of the good governance concept and the significance of the principles of transparency as a tool to strengthen fiscal and non-fiscal accountability in the extractive industries sector. The author argues that developing resource-rich countries should join the EITI and support the initiative by implementing legal mechanisms promoting good governance in the natural resources sector. The findings of the study are summarised in the conclusion.</summary>

    <summary type="text">Title: Die Target-Salden in der Eurozone: "Falle" oder Scheinproblem?

Abstract: Das Target-System, das zur Erleichterung von Geldüberweisungen zwischen Ländern der Eurozone etabliert wurde, stößt seit etwa zehn Jahren seitens einiger, insbesondere deutscher Ökonomen, auf vehemente Kritik, die durch Hans Werner Sinn ausgelöst wurde. Anlass für diese Kritik waren die beträchtlichen Ungleichgewichte zwischen erheblichen Netto-Zahlungseingängen in einigen Kernländern und Netto-Zahlungsausgängen in Ländern der Peripherie der Eurozone, die sich im Anschluss an die Finanz- und Staatsverschuldungskrise seit 2007/08 aufbauten. Allein Deutschland erreichte einen positiven Target-Saldo, d. h. Netto-Zahlungseingänge, in Höhe von ca. 1 Billionen Euro. Was bedeuten nun diese hohen positiven und negativen Salden für die betroffenen Volkswirtschaften? Um diese Frage zu beantworten, werden die den Zahlungsvorgängen zugrundeliegenden typischen Transaktionen sowie deren Auswirkungen auf die Target-Salden dargestellt. Dadurch wird transparent, wie die Target-Salden tatsächlich zustande kommen und welche möglichen Risiken mit ihnen verbunden sind. Es wird dann auch deutlich, welchen rechtlich-ökonomischen Inhalt die betreffenden Forderungen und Verbindlichkeiten haben. Während die Target-Kritiker in den hohen Target-Salden ein beträchtliches Risiko für den deutschen Steuerzahler sehen, zeigt das vorliegende Paper, dass es sich um ein Scheinproblem handelt.</summary>
