    <summary type="text">Title: For all humankind: A framework for responsible spacefaring

Abstract: As spacefaring rapidly expands to include more and different kinds of stakeholders, activities, benefits and risks, we need to think more broadly about what we are doing in space, especially through social, environmental and ethical lenses. What do we want from space? How should benefits and risks be distributed? What values should guide decision making, and who ultimately decides? Building on work in technology ethics and governance, this paper describes a responsible innovation framework that could help steer spacefaring in ways that are both innovative and responsible. Highlighting criteria of anticipation, reflexivity, inclusion, responsiveness and distributive fairness, the paper examines three areas where the approach could help secure a better space future for all: managing low-Earth orbit activities, space resource management and the Artemis missions. While acknowledging that responsible innovation is a highly aspirational ideal, especially in the context of rising authoritarianism and persistent geopolitical tension, the paper maintains that aspirational frameworks are essential to safe and responsible spacefaring.</summary>

Abstract: How are start-up businesses in middle-income developing countries participating in the rapidly expanding artificial intelligence (AI) economy? Are some developing country AI start-ups able to tap into the AI ecosystems of leading economies in Group of Seven (G7) countries? What is the domestic policy context, and how can conditions be improved? Are there signs of South-South AI ecosystem development? This case study takes stock of the development of AI start-ups engaged with G7 investors and investors from across 10 middle-income developing countries. It considers the emerging investment AI ecosystems in these countries, which are located across Africa, Southeast Asia and Latin America.</summary>

Abstract: When Chinese start-up DeepSeek released R1 in January 2025, the groundbreaking open-source artificial intelligence (AI) model rocked the tech industry as a more cost-effective alternative to models running on more advanced chips. The launch coincided with industrial policy gaining popularity as a strategic tool for governments aiming to build AI capacity and competitiveness. Once dismissed under neoliberal economic frameworks, industrial policy is making a strong comeback with more governments worldwide embracing it to build digital public infrastructure and foster local AI ecosystems. This paper examines how the national innovation system framework can guide AI industrial policy to foster innovation and reduce reliance on dominant tech companies.</summary>

Abstract: The emergence of large constellations of small satellites has disrupted the field of space safety services and changed how we think about the risk of collisions in space. The risk from space debris is compounded by the growing congestion from operational satellites in low-Earth orbit, particularly between 300 and 700 km above the Earth. These satellites have created an opportunity for commercial operators to assume roles that were once the exclusive domain of military or other state actors. While increasing commercial interest in providing the essential safety functions of space situational awareness and conjunction alerting may increase the pace of innovation, and emerging technologies may enable new approaches to reduce collision risk on orbit, there are associated core governance issues of safety, sustainability and security in outer space that must be considered.</summary>
