Abstract: 
Warum bleibt in Deutschland bisher die von allen Seiten geforderte Gründungsoffensive aus? Die Ursache: Drei Potentiale werden nicht ausreichend genutzt. Erstens, das Potential an kreativen Menschen: Es existiert keine Kultur der Selbständigkeit, es fehlt aber auch an einem organisierten „Arbeitsmarkt für Unternehmer“. Zweitens, das Potential an Wissen in Universitäten und Hochschulen: Diese Institutionen müssen bei potentiellen Unternehmensgründern neben dem notwendigen Wissen auch Mut und Durchhaltevermögen entwickeln können. Drittens, das Potential an anlagebereitem Kapital: Es muß vor allem ein effizienter Markt für Risiko-Kapital aufgebaut werden. Ansätze zur Schließung dieser Lücken sind zwar vorhanden, aber einzig ein integriertes Existenzgründer-Programm könnte erfolgreich sein. Selbst dann jedoch werden nur auf lange Sicht größere Beschäftigungseffekte entstehen.
Abstract (Translated): 
All political parties in Germany claim an entrepreneurial start-up offensive. But why has it not taken place yet? The major reason seems to be that three important resources have not been sufficiently exploited. First, the potential of creative people: Germany does not only lack a culture of entrepreneurship, but also an organized „market for entrepreneurs“. Second, the potential of knowledge in colleges, universities and professional schools: These institutions should enable prospective entrepreneurs to develop, in addition to the necessary knowledge, courage and stamina. Third, the potential of investment capital: It is particularly important to build up an efficient venture capital market. First efforts have been made to close all three gaps, but only an integrated start up-program could be successful. Even then, however, major job creation would only occur in the long run.
