Abstract (Translated):
The purpose of the TD is to evaluate public transport tariff diversification policies considering extra tariff sources focused on the encumbrance of individual transport, IPTU, payroll of employers, among other sources. Based on the POF/IBGE, it is possible to observe the burden on family expenses by income group, considering several cases of tax encumbrance on items in the family consumption basket to pay for the considered TPU tariff reduction scenarios. A benefit/cost analysis of the measures is also carried out, with benefits relating to income gains with the new tariff structure and social benefits, the reduction of negative externalities with urban transport due to the reduction in individual transport (accidents, traffic jams and carbon emissions). Also operate an analysis of private and social gains by family income range, determining the abatement of negative externalities with the new tariff structure that burdens some items of family expenses by income extract. All considering tariff reduction scenarios of 30%, 60% and free tariff.
