Abstract (Translated): 
BNDES has been working as public agent for the Brazilian State developing export financing policy. Observing post shipping financing policy, most disbursements for the period in analyses from 1998 to 2017 consists on a major direction to the United States counting almost US$ 17 billion over a total of US$ 37 billion. For the same period of study, financing to engineering and services add a total of US$ 15 billion. US$ 4 billion designated to Angola and US$ 9.3 billion to the Brazilian company Odebrecth. Concentration to some companies and countries is the questions that derivate reflections in this work.
