Abstract:
Abstract (Translated):
Caused by the Covid crisis, the German federal government will accumulate new debt up to 452,2 bn. Euro for the years 2020 to 2022 according to current budget plans. Under the current fiscal rules (the German debt brake), this will lead to repayment obligations of a little less than 20 bn. Euro annually, starting on 2026. In the policy debate, this leads to calls for an abolition of the debt brake, for the revitalisation of the currently defunct net wealth tax, or the introduction of a one-off wealth duty. These proposals are discussed in this paper. It is argued that the debt brake should be kept intact as it is, and that the introduction of new levies on wealth would cause more harm than good. It is argued that the budgetary aftermath of the Covid crisis can be coped with by using the standard policy instruments. In particular, the crisis should trigger a discussion on spending priorities in German government budgets.
