Abstract:
Abstract (Translated):
Negotiating a Forest Convention - Concepts and Failures is an inquiry into the causes preventing an effective agreement on the protection of the forests on the international level. Particular attention is being paid to the UNCED process trying for the first time to negotiate activities to protect the forests by means of a Forest Convention. Comparing these endeavours to the concurrent climate negotiations one becomes aware of the essential points why an agreement on forest issues between different nation states presents such formidable difficulties. On the basis of these insights conclusions are being drawn as to which conditions provide possibilities for an effective world-wide forest protection and how these can be realised.
