Abstract:
Abstract (Translated):
This paper applies the insights yielded in Kumkar (1999) on the comparative advantages of alternative liberalization models for the electricity industry. The aim is to develop guidelines on the further opening of Germany's electricity market. The paper provides an answer to the question, whether the single buyer model, the wheeling model, the pool model, or the common carrier model should be implemented. In addition, the paper discusses questions concerning the appropriate institutional design of the regulation. Within this context, the recent legal developments on the European and the German level are explicitly taken into consideration. The paper discusses the new German electricity law, and develops several measures to improve on the current design of regulation.
