Title: Is the Bucharest Convention on the protection of the Black Sea against pollution still a matter of general concern? Has it reached its purpose?

Authors: Duşcă, Ileana Anca; Moraru, Ana-Maria

Abstract: If one takes into account the challenges that the Black Sea faces eutrophication, chemical pollution, threats to biodiversity and dramatic reduction of living marine resources, mainly due to the inappropriate conservation measures regarding the fishing areas at the maritime basis - the question that arises is whether we can assert after 20 years of application - that the Bucharest Convention on the protection of the Black Sea against pollution is still useful, that it has reached its purpose. The question is favored by the fact that the European Union seems more and more concerned with cooperation in the area, which also results from the former Communication of the Commission Black Sea Synergy a New Regional Cooperation Initiative, COM(2007)160.

Sharing of risks in Islamic finance

Title: Sharing of risks in Islamic finance

Authors: Sekreter, Ahmet

Abstract: For most of the people the prohibition on interest is the well known part of Islamic finance. Indeed, the concept of Islamic finance was not being discussed enough till financial crisis, after crisis it started to be seen as an alternative financial system for conventional finance. Sharing the risks is the main concept of Islamic finance and one of the main differences between conventional and Islamic finance. Depositors/savers do not bear any risk in conventional finance however Islamic finance has another solution which is called PLS (profit-loss sharing). Risks and profits between the parties involved in any financial transaction are shared by both financial institutions and depositors/savers with a predecided ratio.

Evaluating, taxing and insuring agricultural enterprises

Title: Evaluating, taxing and insuring agricultural enterprises

Authors: Limberea, Cicero I.

Abstract: By analyzing the pros and cons of the US farms taxation methodologies, this paper aims to suggest that best practice of taxing farms in transition economies would be consistent with a multiple of cash flow valuation approach and suggests that a liquid market for agricultural insurance can be created in emerging economies as it provides a methodology for valuation of drought insurance contracts. As such recent drought and flood damages in such countries could have been reimbursed privately and thus the recent rise of food prices internationally may have been prevented.
