Triple play as a separate market? Empirical findings and consequences to broadband market definition

Authors: Pápai, Zoltán; Lőrincz, László; Édes, Balázs

Abstract: Double and triple play bundled offers are common phenomena in many national communication markets. However the overall market context, technological background of provision, the level of facility based platform competition and strategic role of the bundled offers seems to be different in national markets. There is clear challenge to the current European regulatory approach to broadband markets, which is treated as a separate market on its own. If there was a separate market for the bundled product, the whole market analysis and remedy system had to be adapted to this market reality. Testing the (triple play) bundle the market hypothesis is the logical and necessary first step to address this issue. We designed and conducted an empirical study supported by the Hungarian Competition Authority in order to address these questions. A special, situation adaptive questionnaire design was applied in order to get the possibly best informed and adequate stated preference reactions to a 10% price change. We used the cri ical loss test for market definition, testing whether there is a separate market for triple play bundles. Results indicates that the market definition question whether bundle has to or could be considered as a separate relevant market can be answered using well designed survey techniques. Many clues support the hypothesis that the triple play bundle in 2010 indeed was a separate relevant market.

The relationship between local loop unbundling and the deployment of alternative broadband networks: An empirical analysis

Title: The relationship between local loop unbundling and the deployment of alternative broadband networks: An empirical analysis

Authors: Garrone, Paola; Zaccagnino, Michele

Abstract: This paper means to add to empirical research on the impact of local loop unbundling (LLU) on broadband networks. In particular, it focuses on broadband investment made by entrants. Starting from late Nineties telecommunications incumbents of several European Union countries have been required to unbundle their local loops. While there is a general consensus on the negative or null impact of unbundling obligations on incumbents' investment, research on the relationship between LLU and new entrants' investment, albeit growing, has not yet reached a coherent body of results. We have tested two propositions. First, service-based entry, which relies on LLU, paves the way to new entrants' subsequent investment in broadband systems (i.e. ladder of investment theory). Second, the price charged for local loop should increase over time in order to have a significant investment in alternative platforms (i.e. the transitory entry assistance theory). The empirical analysis is carried out on a sample of 27 European countries (2002-2009 period). We have collected country-level data on broadband lines and LLU policy indicators. The preliminary results suggest that service-based entry does not lead entrants to a subsequent facility-based entry, casting some doubts on the ladder of investment theory. The short ladder version of the theory has received confirmation instead. At the same time, an increasing price of local loop is not found to stimulate the entrants' investment in alternative broadband networks.

Can mobile eco-systems for technical innovations be standardized? The case of mobile wallets and contactless communication

Title: Can mobile eco-systems for technical innovations be standardized? The case of mobile wallets and contactless communication

Authors: Markendahl, Jan; Andersson, Per; Mattsson, Lars-Gunnar

Abstract: This paper puts focus on the application of Near Field Communication technology (NFC) to mobile payments. Uncertainties about global policies open for a variety of local business policies. Taking into account different representations of actor interaction as described by different eco-systems by different policy forums the main research question to be discussed in the paper is: Can policies or standards describing actor roles and responsibilities for technical innovations like mobile payments remove obstacles for introduction of the innovation? Different types of industry forums are not only involved in strictly technical matters but also discuss and describe visions about how a new technique might be applied in business life. They suggest different business architectures, (not only a technical architecture), where roles of different type of actors and relations between actors are outlined based on ideas about so called eco-systems. Against this background the paper first discusses how NFC enabled mobile payments currently attracts a lot of attention and identifies four possible development paths making it happen. The paper discusses and compares how global policy networks describe the technical and business architectures for mobile payments. The paper uses a business practice analytical framework and an industrial network framework to identify major problems in connecting global and local policies. Some comments on further research finalize the paper.

Case study on the hybrid business model: KT's OTS

Title: Case study on the hybrid business model: KT's OTS

Authors: Song, Minzheong

Abstract: This paper aims to analyze hybrid consumer behavior and develop a hybrid business model, which serves as a guideline to better understanding hybrid consumer behavior and their needs. The case is the telecommunication operator's new hybrid set-top-box business model which combines IPTV with DTH satellite reception and business. This paper shows KT's OTS (Olleh TV Skylife) which has a successful market performance so far with the hybrid Set Top Box (STB). Before this regional study, it shows the current status of Korean pay TV market in overview. After this, it analyzes the service offerings of cable TV, satellite TV and IPTV. Then, it shows that the mixed service portfolio of satellite TV and IPTV is the perfect service combination to beat the cable TV in terms of hybrid consumer needs. This paper also verifies that this hybrid business model generates good market performance and operating synergy with KT's other legacy business. In conclusion, this paper expects KT's vision about the future growth potential of OTS in home shopping, advertising sales based on the total subscriber base, and also KT's plan to make TV much smarter with innovative open business models such as TV application store of parent KT.
