&lt;br/&gt;Abstract: Disasters are not only random events. They are also the product of the interaction between man and nature on the one hand, the dynamics of collective action within and between societies on the other. These disasters are the field of activity of humanitarian organizations which have gained in importance over the last two decades. Not only has there been a considerable increase of disasters but the number of victims has grown dramatically due to human made disasters, in particular internal violence. In the following analysis a basic typology of disasters is developed, followed by the description of short- and long-term natural as well as human made disasters from 1946 to 1997, at the global, regional and national levels. Finally, the analysis shows that the hypothesis can not be refuted at this stage that there is a relationship between natural and human made disasters.</description>

&lt;br/&gt;Abstract: This paper addresses model design and data-related issues pertaining to the use of risk assessment models in support of conflict early warning systems. The paper first examines the data needed for risk assessment models. It argues that there are actually two types of data that we must collect and use: data to determine the theories that best explain the outbreak or escalation of violent conflict and data corresponding to variables that have been demonstrated to have predictive power and thus are appropriate for use in a risk assessment model. With respect to intrastate conflicts there remains a dearth of data of the first type that is only slowly being corrected. Collecting data of the second type will continue to be an inefficient process until better theories have been formulated and tested with the first type of data. The paper then examines a number of models germane to risk assessment and conflict early warning. It finds that except for one class of models, so-called correlational models, there has been only limited work done even though the alternatives appear to have promise.</description>

&lt;br/&gt;Abstract: Die Verabschiedung des Statuts zur Errichtung eines Ständigen Internationalen Strafgerichtshofes (International Criminal Court, ICC) im Juli 1998 in Rom hat eine neue Ära in der internationalen Strafgerichtsbarkeit eingeleitet. Wenn auch bislang schon Globalisierungstendenzen auf eine verminderte Regelungs- und Regierungsfähigkeit der Staaten hinweisen sowie erste Schritte hin zu einer erhöhten Bereitschaft der Staaten erkennbar sind, Teile ihrer Souveränität an internationale Organisationen abzugeben. So ist doch mit der Strafgerichtsbarkeit ein Kerngebiet staatlicher Souveränität erreicht, das mit dem Statut von Rom an eine internationale Institution überwiesen wird. Der Gerichtshof besteht noch nicht, doch läßt sich anhand maßgeblicher Artikel des Statuts die Bereitschaft der Staaten ermessen, inwieweit sie tatsächlich zur Abgabe von staatlicher Souveränität bereit sind. Im Ergebnis läßt sich ein Wechselspiel staatlicher Kompetenzen und tatsächlicher Unabhängigkeit des Gerichtshofes festhalten, so daß mit dem ICC ein Instrument der Global Governance im Sinne einer Mehrebenenpolitik entstanden sein könnte.</description>

&lt;br/&gt;Abstract: Humanitarian assistance is a growing policy-field, where the humanitarian nongovernmental actors gained a new, politically influential role. These actors have established networks in order to increase and facilitate cooperation and coordination mechanisms among them. This study identifies a number of humanitarian NGO-networks which actively participate in humanitarian policy decision-making processes. In order to identify the common motives and (political) interests of humanitarian NGO-networks a cross-section of internationally active humanitarian NGOs is identified. A typology of international humanitarian NGOs is starting with an analysis of German humanitarian NGOs. The analysis of the humanitarian networks shows that contrary to the often propagated cooperation between Northern and Southern non-governmental actors this is actually not realized at the network level. There, NGOs of the industrialized West, i.e. from the donor countries, are the almost exclusive participants in the humanitarian decision-making process.</description>
