Title: The macroeconomic consequences of import tariffs and trade policy uncertainty
Authors: Boer, Lukas; Rieth, Malte
Abstract: We estimate the macroeconomic effects of import tariffs and trade policy uncertainty in the United States, combining theory-consistent and narrative sign restrictions on Bayesian SVARs. We find mostly adverse consequences of protectionism. Tariff shocks are more important than trade policy uncertainty shocks. Tariff shocks depress trade, investment, and output persistently, in aggregate and across sectors and space. The general equilibrium import elasticity is -0.8. Historically, NAFTA/WTO raised output by 1-3% for twenty years. Undoing the 2018/19 measures would raise output by cumulatively 4%. The findings imply higher output costs of protectionism than partial equilibrium or static trade models.2024-01-01T00:00:00ZAcquiring R&D projects: Who, when, and what? Title: Acquiring R&D projects: Who, when, and what? Evidence from antidiabetic drug development

Abstract: This paper analyzes M&A patterns of R&D projects in the antidiabetics industry. For this purpose, we construct a database with all corporate individual antidiabetics R&D projects over the period 1997 - 2017, and add detailed information on firms' technology dimension using patent information, next to their position in product markets. This allows us to identify the identity of targets and acquirers (who), the timing of acquisitions along the R&D process (when), and which type of R&D projects changes hands in terms of technology novelty (what). The main results can be summarized as follows. First, most of the action in M&As is in early R&D stages, still far from product markets. Second, most of the early-stage projects that change hands are high-risk/high-gain novel projects. Third, the industry leaders in the product markets are rather inactive in acquiring those novel early-stage projects. The likely acquirers of such projects are small or pipeline firms. Our results put in perspective the narrative that large incumbents acquire small targets with low-risk projects close to product launch.2024-01-01T00:00:00ZRealizing the value of recycling - Assessing the elements of a policy package

Title: Realizing the value of recycling - Assessing the elements of a policy package
Authors: Xi, Sun; Neuhoff, Karsten
Abstract: We investigate policies for increasing recycling to facilitate decarbonization within the basic material sector, including market-based policies, such as carbon pricing, advanced disposal fee and minimum recycled content requirement, and non-market policies, such as product design standard. We develop an analytical model to assess the role of these policy instruments for recycling related choices of manufacturing industry, consumers, and waste management. We find that individual policy instruments can deliver some benefits in terms of emission reductions and welfare improvements, but that a package of policy instruments is necessary to reach the welfare maximum and effective scale of emission reductions and resource saving.2024-01-01T00:00:00Z
